One of the first legislative steps came with the Health and Morals of Apprentices Act of 1802, which aimed to protect child labourers in textile mills. Though limited in scope, it marked the beginning of government intervention in workplace safety. Over the next few decades, laws like the Factory Act of 1833 improved working conditions, but fire safety remained an area of concern.

The Victorian Era’s Wake-Up Call
By the mid-19th century, catastrophic fires in factories and other workplaces highlighted the need for more comprehensive safety laws. Many factories were built with flammable materials and lacked proper fire exits, making them death traps during a fire. One such disaster was the Great Fire of Tooley Street in 1861, which claimed lives and exposed the shortcomings of fire safety regulations.
These incidents underscored the necessity of fire safety in workplaces and public buildings. Although fire doors are now recognised as essential life-saving features, they were not yet a standard requirement in building design. Without these safeguards, workers and occupants often found themselves trapped in burning buildings with no means of escape.
The Stern Factory Fire: A Preventable Disaster
One of the most harrowing examples of inadequate fire safety occurred on 18 November 1968 at the Stern furniture factory on James Watt Street in Glasgow. The factory, like many others of its time, was fraught with fire hazards: wooden stairs, barred windows, and a fire alarm that had been disconnected for six months. Most tragically, the fire door that led to safety was padlocked—a measure intended to prevent theft.

When the fire broke out, workers scrambled to escape but were trapped inside. The padlocked fire door sealed their fate, and 22 people perished in the flames. Among the dead was Henry Fulton Brown, a 36-year-old father and one of the many victims of this avoidable disaster. His death, and the deaths of his colleagues, became a stark reminder of the importance of fire safety in the workplace.
The aftermath of the Stern factory fire prompted widespread outrage and a renewed call for better safety regulations. It was a tragic illustration of how neglecting basic fire safety, such as keeping fire doors unlocked and operational, could lead to devastating consequences.
The Aberfan Disaster: A Call for Systematic Change
Just two years before the Stern factory fire, the UK had been rocked by the Aberfan disaster. On 21 October 1966, thousands of tonnes of coal waste collapsed into the Welsh village of Aberfan, killing 144 people, including 116 children. The disaster was caused by the National Coal Board’s (NCB) failure to safely manage coal waste tips above the village.
The inquiry into the Aberfan disaster revealed the NCB’s negligence, which resulted in no prosecutions. Like the Stern factory fire, it highlighted how existing safety laws failed to prevent large-scale industrial risks and protect lives.
These tragedies, and others like them, made it clear that the UK’s safety regulations needed a major overhaul. By the late 1960s, it became evident that reactive legislation—passed only after lives were lost—was inadequate.

A Turning Point: The Health and Safety at Work Act 1974
The Health and Safety at Work Act 1974 marked a fundamental shift in how the UK approached workplace safety. Following a report from the Robens Committee, the Act placed the onus on employers to identify and mitigate risks in the workplace. It was a revolutionary change at the time, shifting from an authoritarian system of rules to a more flexible, proactive approach to managing hazards.

Many of the fire doors in Grenfell Tower did not meet safety standards, contributing to the rapid spread of the fire and the loss of 72 lives. This tragedy was a powerful reminder of the need for regular fire door inspections and rigorous enforcement of fire safety laws.
